AP govt fails to come up with clear policy to fill medical seats under management quota

Despite of repeated insistence by Medical Council of India (MCI) to come out with a clear policy or procedure to fill up the MBBS seats under management quota, the Andhra Pradesh government has not yet devised any concrete policy to be adopted for transparent admissions in the state.

Even after having seen lot of anomalies in the admission of medical seats under management quota by private medical colleges last year, the state government has not yet devised any clear policy or procedure to fill these seats in a transparent manner.

As there are lots of complaints being received by MCI against private medical colleges for not following transparent procedure to fill the management quota seats, the MCI authorities have repeatedly written to the state government officials seeking clarity on the procedure adopted by the state government. But so far the officials have failed to respond, which indicates there is no clear policy being followed by the state government to ensure transparency in the admissions.

During the past few years it has been alleged by the students and parents that the private medical colleges in AP are selling the management quota seats for more than Rs. 50-80 lakhs depending on the location and demand of the college.

Though the state government had prescribed a fee of Rs. 5.5 lakhs for each MBBS seat under management quota and even had insisted the private colleges to strictly follow the merit list, not many colleges are following the procedure. Even though some colleges pretend to follow, there is no clear system being established by the state government to ensure transparent admission procedure.

Currently there are 26 private medical colleges in the state offering 3450 MBBS seats. As per the present norms 40 per cent of the total seats which amounts to about 1380 seats are allocated under the management quota in the state.

Though the state government had earlier announced an online admission procedure for filling the management quota seats, the state government seems to have not yet finalized on the matter. Moreover as the high court had recently issued a stay order on the online admissions of engineering seats under management quota, the state government seems to have stuck up on the issue and exploring other options to ensure transparent admission procedure to be adopted for the current year.
