AP Government has decided to set aside 50 per cent of all seats for nursing colleges in the state as government quota seats and the remaining 50 per cent of the seats will be management quota seats. This was decided at a meeting with the representatives of the Private Nursing Schools Management Association and the Director of Medical Education, on July 13. A fresh 'notification' has been issued subsequently.
Private Nursing Schools Management Association had earlier submitted a memorandum in this regard to the State Government for settlement of various issues relating to Nursing Schools. The Association has requested to issue fixed calendar for admissions, clarification on minimum age for admission into G.N.M. Course and reconstitute the members of the selection committee for admissions into Nursing Schools and fixing of examination centers for each district.
In exercise of the powers conferred by Section 99 of the Andhra Pradesh Education Act, 1982 (Act I of 1982), the Governor of Andhra Pradesh has issued the amendments to the Andhra Pradesh General Nurse Training Institutions (Admission into General Nurse Training and Grant of permission to Private Schools of nursing) Rules, 1997 issued in G.O.Ms.No.3l3, Health Medical and Family Welfare (M2) Department, dated 16th August, 1997 and as amended from time to time.
Admission to "Government Quota seats" shall be made by a Selection Committee consisting of the District medical and health officer (as chairman-cum-convener), superintendent of Government District Hospital (as member), deputy director, Social Welfare Department (as member), principal of Nursing School concerned (as member). "Free seats" shall be substituted with "Government quota seats."
The minimum seats for each Nursing School should be 45, subject to maximum of 60 seats as per the Indian Nursing Council regulations provided. Government can enhance seats to the Institutions where the seats are less than 60, based on inspection report conducted by the Director of Medical Education (DME), AP. The management should submit a prescribed application, seeking enhancement of seats and submit to the DME. The DME shall appoint and send inspection team to such Nursing School for inspection and after receipt of inspection report, the same shall be submitted to Government with necessary recommendations of the DME. On receipt of report, Government will take necessary action for issue of orders on enhancement of seats.
An amount of Rs 1,000 /- per month per candidate can be charged for "Government Quota Seats." As far as management quota seats are concerned, the fee shall not be more than Rs 5, 000/- per candidate in a month. It shall be competent for the government to fix the maximum fee chargeable for government quota seats and also fix an upper limit in respect of fee for the Management quota seats. It shall be competent to government to revise the fees from time to time.
The president, Andhra Pradesh Nurses and Midwives Council, or Inspection team appointed by him shall conduct two inspections of the proposed Nursing School, while giving its recognition within a gap of three months, so that after first inspection is over, the management of the school is able to have sufficient time to rectify what ever the deficiencies are pointed out and communicated to them.
If the school is having all the facilities and maintaining in conformity with the regulations of Indian Nursing Council, New Delhi, based on inspection report, further action can be taken for its recognition and there is no need to send second inspection report before recognition.
After recognition, two inspections shall be conducted each year to verify whether the institute is following Indian Nursing Council regulations and norms prescribed by Government / Director of Medical Education, A.P., Hyderabad.
In G.O. Ms. No. 313, HM & FW (M2) Dept, dated 16-8-1997, Government have issued a comprehensive order regarding the regulation of admissions to private Nursing Schools in the State. In the G.O. Ms. No.139, HM & FW (M2) Dept, dated 14-5-1998, certain amendments were issued to the above rules including fixing minimum age. In the G.O. Ms. No.75, HM & FW (K2) Dept, dated 28-3-2003, orders have been issued including the fixing of annual Registration fee of Rs. 20,000 /- p.a. and renewal fee of Rs 1,000/- for every five years payable by the Nursing Schools.
