DEBEL improves economies of scale in production of life support system
Defence Bioengineering and Electromedical Lab (DEBEL) part of the Defence Research & Development Organization (DRDO) which is known for its competencies in the life support system(LSS) and biomedical technology instrumentation is now proving its economies of scale in indigenous production.
The cost of products that would go into production with DEBEL's assistance during the XI plan period is estimated at Rs 162.5 crore. Importing these items would be costing Rs 512 crore. Therefore DEBEL's expertise in the design and development of LSS saves foreign exchange earnings to the tune of Rs 350 crore.
Indigenously developed LSS only cost around one fifth of the imported range. Since there is a large volume of requirement, it is economical for the Union government to encourage in-country manufacture. There is a creation of employment, demonstration of advanced research capability of the DEBEL scientists and self reliance, stated Dr V S Padaki, director, Defence Bioengineering and Electromedical Lab.
During the current 11th Plan period, DEBEL has embarked on an ambitious programme for the development of the LSS using Micro-Electro-Mechanical Systems (MEMS) and nanotechnology. These include Smart Vests (embedded with physiological monitoring & galvanic skin response), combat free fall (CFF) protective systems for paratroopers, Flame Retardant Overalls, modified HAPO (high altitude pressure oedema ) bags which are fighter pilot clothing for the Light Combat Aircraft. The lab has outsourced its production to several small and medium sized companies in the country who are approved as manufacturing partners. Extensive trials are carried out at field stations before the technology is transferred to the manufacturing partner.
Incepted in 1982, DEBEL has designed and developed a range of life support systems which include integrated helmets, pressure breathing oxygen masks and anti G suits (to maintain blood pressure levels) and auto inflatable life jackets. Over 3 lakh NBC (nuclear bio-chemical) suits including masks to assist soldiers during chemical-biological warfare conditions have been supplied not on for Defence forces but also to the Ministry of Health and Family Welfare during the SARS outbreak. The total value of these items produced was Rs 120 crore.
Cost of helmets designed and developed at DEBEL costs only Rs 20,000 as against the imported ones which are priced Rs 1 lakh. In the case, of Fire Retardant, overalls, indigenously manufactured ones are for Rs 9,000 and the imported versions cost Rs 25,000.
The lab has also developed a distinct telemedicine unit which monitors and transmits heart rate, body temperature, blood pressure and oxygen levels of wounded soldiers from the field stations in remote areas to the Command Hospitals.
Service combatants need to be armed with highly specialized LSS to keep them not only physically fit but protected to withstand thermal, chemical and high altitude stresses. India is the fifth country after US, UK, France and Russia to develop LSS for the Defence sector. DEBEL is working towards becoming a world class lab, added Dr Padaki.
