The First Bench of the Madras High Court, comprising Chief Justice B.Subhashan Reddy and Justice D.Murugesan, has directed the Medical Education Director and the former Vice-Chancellor of Rajiv Gandhi Medical University in Karnataka and two lawyers appointed as advocate commissioners to inspect the proposed Meenakshi Medical College in Enathur near Kancheepuram.

The interim order was passed on a writ petition from Meenakshi Ammal Trust. In its direction, the First Bench directed the inspection committee to submit its report with regard to compliance of the requirements for establishing the medical college.

The writ petition sought to quash an order dated April 24, 2002, of the state's Health Secretary refusing essentiality certificate and for a direction to him to issue the certificate to enable the trust to start the medical college.
